On one side, we have killer new development approaches such as service orientation, BPM, and SaaS that provide us with a much greater amount of flexibility and speed in assembling reusable components and services. Development time and costs have indeed gone down, while functionality gets ever more sophisticated.
However the unintended consequence of being able to build and change applications so quickly comes at a price. Testing and validating these systems has become harder than ever. So many interconnected, interdependent components means an exponential increase in potential points of failure, and an inability to have access to a stable and affordable test environment. So much so, that testing environment and error repair costs are outstripping development cost in many cases.
