Since there are extremely significant cost savings -- on the order of 95%+ cheaper -- to be gained by provisioning this Pre-Production capacity in Public and Private Clouds (or, "Hybrid Cloud" Environments) it behooves any enterprise IT shop that uses and integrates software to pool resources and use Cloud Computing approaches in this way.

What about the hidden costs of Dev & Test Clouds? Cloud vendors and providers can point out the significant cost advantages of using Private and Public clouds for a given computing resource above, but they leave out continuing costs like MIPS charges, transaction fees, data maintenance, and many other cost aspects that cannot be reduced by moving Pre-production to Cloud environments. We will cover this aspect next.
